未来の外交
政治の素人が
まして外交問題を扱ったことのない私が
このようなことを提案すると
顰蹙をかいそうですが
最近の中国との尖閣列島問題と
ロシアとの北方領土問題に接して
感じたことがありますので
それをこの場を借りて述べてみたいと思います
まず、総理がメドベージェフの北方領土訪問を
「許しがたい暴挙」と攻撃のことばを向けたのは、失敗でした
ことばで、相手国を非難するとか攻撃することはもう卒業すべきです
「参戦してくれるなら、千島列島の占拠と支配を認める」
というマッカーサーの言葉が
日ソ不可侵条約という国際法で認められている国と国の約束よりも
上位にあるかどうか問題ですが
外交の基本は、「承認」と「否認」に限定した方がいいと思います
「承認」は、同調や協力につながります
「否認」は、たとえば、ロシアに対しては
今回の件では、ロシアに国際ルールを守るという姿勢が
ひいては国際社会の中において地位を高め
諸外国から敬意をもって遇され
其れとともに国力が充実してくるので
長い目で見れば、国益にかなうという考えをメドベージェフに伝えるのです
そして、前原外務大臣が
ロシアからの経済協力の要請を断ったのはよかったと思います
ロシアとの経済交流で生活を立てている人たちが大勢います
これらの方たちを日本国民が全員で支援し
彼らが新たな経済活動が行えるようにするシステムを構築すべきです
北方領土を基点としたロシアとの経済交流にあまり執着することなく
むしろアセアン諸国やインドなど他の国々との経済交流を一段と活発化し
それらの仕事にロシアとの経済交流の縮小で
仕事を失う人々がつけるようにしてはどうでしょうか？
